Yangxueshan, Vice Minister of the Ministry of industry and information technology, said recently that he would actively promote the formulation of new policies with relevant ministries and commissions to further encourage the development of the software industry and the integrated circuit industry.

Yangxueshan disclosed that from January to July this year, China's software business revenue totaled 723.1 billion yuan, a year-on-year increase of 29%, and the annual software business revenue will exceed 1.2 trillion yuan.

Creating a better development environment for software industry

Yangxueshan made the above statement at the "6th China (Nanjing) International Software Products Expo" held recently. He said that the government attaches great importance to the development of software service industry. Since 2000, it has issued and implemented a series of policies and measures such as several policies to encourage the development of software industry and integrated circuit industry (GF [2000] No. 18).

These measures include that for general VAT taxpayers selling software products developed and produced by themselves, VAT will be levied at the statutory tax rate of 17% before 2010, and the part with an actual tax burden of more than 3% will be levied and refunded immediately.

After the implementation of relevant policies, the income of China's software industry has increased by 20 times, and the software export has increased by 50 times. "The software service industry has entered a decade of rapid development."

Yangxueshan said that as the competent department of the industry, the Ministry of industry and information technology, together with relevant ministries and commissions, will actively promote the formulation of new policies to further encourage the development of the software industry and integrated circuit industry, create a better industrial policy environment, and promote the development of China's software service industry to achieve new leaps.

Some special projects will receive key support

The new policy mentioned by the Ministry of industry and information technology is commonly known as "new No. 18 document" in the industry. Industry insiders believe that on the basis of continuing the original tax incentives, the new No. 18 document will also provide special support for some special projects.
